    <title>UK foresees hiring freeze, tuition hike</title>

The University of Kentucky would drain most of its reserve funds for classroom improvements and scholarships and freeze hiring for as many as 150 positions if forced to cut its budget by 4 percent. <br/>
<br/>
The long-term effects would be severe, the university warned in a three-page draft of how it would carry out a $12.7 million reduction in state funds. Undergraduates "would bear the brunt of the consequences" with less availability of classes causing graduation delays and a possible double-digit tuition increase next year if the cuts are extended.  <br/>
<br/>
UK broadly outlined its reduction plan to the Kentucky Council on Postsecondary Education late Wednesday after Gov. Steve Beshear's budget office requested plans from every state agency and pubic university. The state is scrambling to cope with an expected shortfall of $456 million this fiscal year, which ends June 30, 2009. <br/>
<br/>
UK's document doesn't put dollar amounts next to each item to be cut but it foreshadows tough days ahead. The state has already scaled back funding to UK by $20 million in the last 11 months. ]]></description>

    <title>Toddler who was raped, beaten dies</title>

An 18-year-old man faces murder charges after a 2-year-old girl he was charged with raping and beating last week died at the Kentucky Children's Hospital. <br/>
<br/>
Brian Matthew Crabtree is being held in the Fayette County Detention Center on charges of first-degree rape, first-degree sexual abuse and first-degree assault.  <br/>
<br/>
The Fayette County coroner's report said the child, Katelynn Stinnett, was assaulted on Nov. 25 in a home at 2034 Cumins Court off Versailles Road. An autopsy is pending. <br/>
<br/>
According to court documents, police said Crabtree admitted raping the child, plus dropping her several feet to the floor.  ]]></description>

William Gallion, a disbarred Lexington-area lawyer accused of cheating his clients out of millions in a diet-drug lawsuit settlement, is appealing a federal judge's refusal to reschedule his February trial. <br/>
<br/>
Gallion's lawyer, O. Hale Almand, Jr., of Georgia, has repeatedly asked U.S. District Judge Danny Reeves to reschedule the trial because Almand has a trial scheduled for January in Georgia and another trial scheduled for March in Mississippi. Gallion and co-defendant Shirley Cunningham's trial would likely not end before the start of the trial in Mississippi. <br/>
<br/>
Almand filed an appeal this week to the U.S. Sixth Circuit Court of Appeals. He is asking the court to fast track his appeal so he can get a quick ruling. <br/>
<br/>
In a motion filed with the Sixth Circuit, Almand wrote that he told Reeves in July that he had three trials scheduled in Georgia and Mississippi. He has reminded Reeves repeatedly in other motions. ]]></description>

Police in Ohio said Wednesday they probably won't file criminal charges against a Lexington Catholic High School hockey player in connection with a serious injury to another player in a game last weekend. <br/>
<br/>
Detective Paul Markowski of the Kettering Police Department said that after talking with referees in the game he could determine no criminal liability in connection with the play that injured Kyle Cannon, 14. <br/>
<br/>
Cannon suffered broken vertebra in his neck and had some lingering paralysis after the incident Sunday. <br/>
<br/>
"It's a tragedy; we're all sorry something like this happened. But it was a sporting event," Markowski said in a telephone interview. ]]></description>

A builder whose unfinished house on Indian Mound Road in Lexington drew complaints last summer from neighbors has declared bankruptcy. Dudley Scott Baesler and his wife, Shelly, filed a Chapter 7 petition recently in U.S. Bankruptcy Court. <br/>
<br/>
Baesler is the son of Scotty Baesler, who is a former Lexington mayor and a former U.S. representative. <br/>
<br/>
Dudley Scott and Shelly Baesler declared $6.725 million in debts and $994,381 in assets. Fifth Third Bank Kentucky Inc. and Sun Trust Mortgage Inc. were the largest secured creditors, but nearly $6 million of the debt was unsecured. <br/>
<br/>
In July, residents of the Chevy Chase area complained to Lexington officials about a building site at 1237 Indian Mound where work had halted months earlier on a 7,000-square-foot house only partially completed. ]]></description>

Earl Washington knows what it is like to be 18 and itching to be free of the constraints of the foster care system he called home for 10 years. <br/>
<br/>
Jeff Culver knows what it is like to help young people like Washington who age out of foster care but who have very little support to help them succeed in life. <br/>
<br/>
With experiences on both sides of the foster care fence, the two men have established a non-profit agency called Fostering Goodwill, which focuses on the youth who are legally adults but who might not have the skills to maneuver in the adult world. <br/>
<br/>
"We always talked about starting something for older foster youth," Washington said, "those who are about to age out and up to 23 or 24. People just want to get rid of them." ]]></description>

On a wet and freezing Monday evening, Lillie McGlothen placed a wreath outside her mother's home. <br/>
<br/>
Steps away, the front door to Marilyn Hegge's brown brick ranch had been sealed by forensics investigators. On Sunday, which was Hegge's 78th birthday, a granddaughter found her body beaten inside. <br/>
<br/>
"It's scary not knowing what happened to her," McGlothen said. "I can't think of anyone who would do this to her." <br/>
<br/>
Lexington police are investigating Hegge's death as a homicide. She died of a head injury after an assault, according to a Fayette County coroner's report. ]]></description>

The World Equestrian Games Foundation has decided to allow Tennessee walking horses to join in demonstrations at the 2010 World Games, not in spite of, but perhaps because of controversies that has surrounded the breed. <br/>
<br/>
"We have agreed that they will be participating, and I think it's a good thing," said John Long, WEG Foundation chairman and CEO of the U.S. Equestrian Federation.  <br/>
<br/>
But the participation comes with a mandate: "We will not be embarrassed. I will not allow any demonstration event, any participation in any way, to embarrass and put the WEG at risk," Long said. <br/>
<br/>
He said the history of abuse of the breed and recent events in Kentucky originally made him wary of allowing walking horses.  ]]></description>

When he ran for mayor in 2006, Jim Newberry committed to hiring 150 police officers by 2010.  <br/>
<br/>
In January, after he'd been in office a year, Newberry revised that to say he would hire 50 police officers each year for two years in order to keep crime down. <br/>
<br/>
So far, in the face of tight budgets, the city has budgeted for 25 new officers since Newberry took office almost two years ago. Last month, Newberry raised the prospect of laying off 100 police officers . and shutting down five fire stations . to help fund police and fire pensions. <br/>
<br/>
The mayor's comments have left some police officers who supported his election bid feeling stung. Many of them are raising questions about how the department would cope with such a reduction in force. ]]></description>

In crisp temperatures, surrounded by a festive, cheering crowd, Mayor Jim Newberry threw the switch Saturday night to light the 40-foot Christmas tree in front of Lexington's courthouses and kick off the city's holiday season. <br/>

Simultaneously, the city's three other community Christmas trees, each decorated with small colored lights . 40,000 lights in all . flashed to life in Triangle Park, Thoroughbred Park and in front of the Kentucky Utilities building. <br/>
<br/>
More trees in Phoenix Park, Cheapside Park and on Richmond Road also shone brightly. <br/>
<br/>
And for the first time in several years, trees in Triangle Park were decorated and became part of the celebration. The Triangle Foundation paid for the new lights in the park. ]]></description>

The sale on Saturday of two farms off Tates Creek Road netted more than $1.2 million for three local charities, the bequest of two seemingly eccentric sisters who had no close living heirs. <br/>
<br/>
The 200-plus acres were bought by two men . a farmer and another who has no plans for his tract. Their payments will mean $400,000 each for Shriners Hospitals for Children, Cardinal Hill Rehabilitation Hospital and the Kentucky United Methodist Homes for Children and Youth in Versailles. <br/>
<br/>
The two sisters . Constance Ballard Dills and Helen Aimerjean Traughber . lived simply, said Harold Prather, 82, who had leased the farms from them since 1970 and raised hay and cattle. <br/>
<br/>
Dills, a lifelong farmer and homemaker, died in 2007 at age 84. Traughber, a retired health department nurse in Fayette County, died in 1996 at age 77.  ]]></description>

Prasad Krishna Kadaba, a retired electrical engineering professor at the University of Kentucky and a two-time Fulbright Scholar who survived an airplane hijacking in 1970, died Thursday. He was 84. <br/>
<br/>
Mr. Kadaba died of heart failure at his home in Newtown Square, Pa.  <br/>
<br/>
Mr. Kadaba won Fulbright Scholarships in 1973 and 1989 to pursue research at the University of Ljubljana in the former Yugoslavia, now Slovenia.  <br/>
<br/>
He spent nearly five decades on the faculty of UK's engineering school, remaining a professor emeritus after moving to Pennsylvania to be near his daughter's family. ]]></description>

. A 42-inch plasma high-definition television for $499.99 at Meijer. The Hamburg location reported that 40 TV fans lined up for it and snapped them up before they even really went on sale at 5 a.m. <br/>

. Best Buy sold out of its $379.99 Toshiba laptops before the store opened after employees handed out tickets to customers lined up outside. ]]></description>
